Now god I hope I actually colored in Misato's eyes or else they'll show up gray on this background. Here we go...

I'm sorry but that is not a freak-out expression. That's the look of a very disturbed someone with a secret and relevant fetish. The thing you expect someone wearing this expression to do next is to turn around with a calmed and reassuring smile and say "Sure." The expression is arousal mixed with the fear that the offer(order) is going to be revoked. That is the expression you picture Igor using just before he says "Yes, Master."
Freak-out isn't as wide-eyed and the mouth would turn slightly downward at the edges instead of up. It's close but there is a noticeable difference.

Well, that's part of it actually.
But also I was referencing one of the faces he makes while watching giant Rei raising herself up above the planet. The whole "bare edge of sanity" expression.
Basically the idea here was that Misato is taunting him over his apparent fetish for this stuff, and frankly I thought it'd be funny for Shinji to look like that again? I dunno.
