This is my first tutorial, so I'm sorry if it's a little hard to understand.

Ooh, I've never used Elements 10, but I'm sure it can be easily replicated. xD
Instead of airbrush just use a large soft brush with 0% hardness, and where I used watercolor tool try a smaller soft round brush at 70% hardness. :]
Wherever I used the 'pencil' tool, I'd say 90-95% hardness.
Make sure opacity jitter is on. o:
Assuming Elements 10 lets you do all that. ; A;
I refrained from using SAI tools only and finding different alternatives, hoping it would people that don't use SAI. <3

Yes, I did! I can draw pretty good manga eyes, but it's getting them scanned in and coloured digitally that had me stumped! This has been a great help!
