...kids aren't positive influences... also it just dawned on me that Modest quickly became a leader of a small band after a very brief period of insults from that one kid and questions from the others. She's gonna be a boss in this kid prison!

Yes it is a metaphor for that her parents are in fact a vampire and a giant snake. By Metaphor I do mean for realsies.
