With Slade's return, he needed to plan bigger than before in order to take down the Teen Titans down, permanently. He knows that they have the home field advantage of Jump City, so he then decided to move his base of operations into the one place they thought they would never find him: Arkham Asylum. While the current facility is in a new location, Slade turned his attention to the old asylum, knowing it had been abandoned for nearly decades ago, after Amadeus Arkham was locked up. Of course, he knows that his war doesn't just end with The Titans, but the man who handed him his greatest defeat years prior: Batman.
