I am so freaking proud of this right now.
The base colors and line art were done with Gimp while for the first time ever the effects are done with Photoshop! Ive never used Photoshop before so Im rather proud of it. Please be kind in the comments because I plan on doing this again with Rider and or other OCs so I can do more special affects such as this.

This looks like Luna but like her royal guard that she turned her into an alicorn. Does she have a name?

This is my OC Starlight Rider.
She WAS a royal guard but is long retired.
She was a unicorn born with a strange birth defect that made it look like she had wings under her skin and a simple spell caused those growths to become wings to keep her from dying.
She also to me looks nothing like Luna. The only similarity I see is the coat color and Luna's is far paler and more blue.

I did take inspiration off of Nightmare Moon/Luna/Celestia's designs but I dont think that they look alike. A few details might but their just that details not the whole character.
