A tutorial for eyes just because.Hurr, it's really simple. It can take 3 layers if you wanted to. Which I did. xD
Here are the steps.
1: Let's start! Fill in the base colors. I used blue just because.
2: Start off with a top-to-bottom gradient.
3: Add a blurry circle in the center. That will be your pupil.
4: Add another gradient with a darker color. Add a pupil again, but but don't make it blurry.
5: With the base color, add eye shine to the top part. Then add a faint blurry circle on the pupil.
6: With a lighter color, add some shine at the top and bottom.
7: Add some eye shine.
OPTIONAL: On a new layer, set it on overlay and add blur to the top and bottom.

Ok this is like the tenth eye tutorial I've seen on the front page lately so I think i'm going to call you out on this.
I'm sure you made this tutorial just as an option to draw eyes, but to a lot of artists on here they're going to follow this tutorial and never bother to research drawing eyes until much much later.
If you want to draw eyes stop looking at these step by step tutorials on deviantart. Most of them provide no insight into the way the eye is structured or why they choose to stylize eyes this way, which renders the readers stuck with drawing eyes in this one way, or just variants of anime eyes.
If you'd like a more accurate way of drawing eyes so you can use these rules to stylize them in your own way, try and look here. [link] And while you're at it maybe you can look up how to draw faces/heads, because the placement of the eyes is equally important to how they are drawn. [link]
By the way, I'm not trying to say the style is bad or anything. I just think that going to the source and learning from life will give you a lot more options and a more thorough understanding of what you draw. This can be applied to anything, btw.

It's not that this is a bad tutorial either! I Just hope the artists reading them understand that they shouldn't place all their hope in step by step tuts.

Honestly, me myself never fully followed tutorials. Like, sometimes I'd use it for reference, but very rarely I'll actually follow them step by step. I just don't work like that.

And I agree with everything you said, but no matter how much you complain about the way people keep sticking to the anime style without even trying to create their own, people won't listen and will keep making and looking for tutorials like this one. So, why to care? Let them be. It's their decision whether or not to grow up as artists.
However, in my opinion, using someone's deviation to state your unconformities is not the way to go, that is, it's somewhat disrespectful.

It's a good tutorial; my only issue with it is that the font color is almost as light as its background color, making it difficult to see. Maybe you could use a darker blue for the font?

Hehe, I used an overlay for the text. I can probably change it to a darker color or even white, though. Maybe later though.

I used Paint Tool SAI, although you can basically do it with any program.
