Could someone tell my why this isn't working? I have CS4 but when I do the levels to my noise the preview shows one thing(how I want it to look) but when I accept it changes back to how it was but brighter. Can anyone explain?

Are you sure the zoom level is the same? Make sure you're zoomed in/out to the level you want it to be. Sometimes the way things look at 50% will look totally different than they do at 100%.
Might one of your other layers be affecting the layer you're trying to work with? No matter how red you make Red layer, if you have a Blue layer on top, it's still going to look blue :b Double check layer settings?

I get stuck on the 'cloud filter'... I go ahead and make a new layer, but whenever I use the filter it just turns the background to black again. x-X I'm using Photoshop CS4 - any suggestions?

Hmm.
Are you making sure to make a separate Cloud layer on top of your Star layer? And setting the Cloud layer to multiply?
If the Cloud layer is making the whole thing turn black, make sure that the Foreground and Background colours aren't both dark in colour. You can also try messing with the Cloud layer opacity.

Ah, that was my problem - I had both the Fore/Background colors as black on the cloud layer; my stars are looking much better now.
