Its intestines yes, but 1: Going by nature that would only affect Poliwag, as only tadpoles have translucent skin on their stomachs, not the adult frogs. 2: It doesn't tie into the design and would make it less recognizable. 3: It would look pretty gross. I simply say that the swirl on their stomach matches the direction of their internal intestines.
