To use the attached "blue ray" MME effect (or any other by your choice), assign it to model's "Searchlight" bone in Accessory Manipulation Panel.
The red "eye" shines if Autoluminous effect is used (if you don't want it, open the model in PMDE, and in "Materials" tab revert second material's "Shininess" parameter to 5).
