So I'm sculpting my first BJD, and he's pretty close to the point where I'll be putting in his eyes. Where can I get silicone earplugs? or what other kind of putty will work? Will the kind of clay that doesn't dry work?

I get the earplugs at the pharmacy or in hard were stores, where they have earplugs and such 
I have no idea about clay =/ But you can get putty from most doll companies

I'll be getting first doll soon, and very low on budget funds. Is it absolutely necessary to have the eye putty? Will the eyes stay in without it?

No they eyes will not stay in the head without any type of putty. But putty usually comes with the doll if you get eyes with the doll

Putty usually comes with the dolls when the dolls comes with eyes
But it is a good thingto get your own putty too

Yup yup, I have a huge bucket of old sculpy. too dried to sculpt anything but still soft enough to maybe use for the eyes.
