Nope.
Actually if you havent spotted already, they are actually just stones and pebbles in water.. well in a lake actually. The long exposure has made the lapping water against the rocks look like fog
This shot was taken at Derwent Water in the Lake District with a telephoto lens to single out a few rocks in the water and set to a 2 min exposure just after sunset about 8:30pm.
At first glance you would be forgiven that they might be mountains but affraid not!

Ingenious idea with the exposure. Hope you don't mind but I'll probably try that trick some time.

yeah the fog is really the water lapping around the rocks... long exposures do that
