Tikal As Sailor Neptune.
Where as Sailor Sally / Mercury gets her power from fresh waters, Sailor Tikal / Neptune gets hers from the ocean.
Her special ability is able to summon Chaos.
She also draws her power off the positive energy of the green Chaos emerald.
