TV and movie characters (Goku is a TV and manga character) are not allowed in Smash Bros., same with Sony and Microsoft characters, likeΒ I don't think Ratchet & Clank is allowed in Smash Bros. because he's a Sony character and the Ratchet & Clank franchise has not been released on a Nintendo console.
Also as for Mickey Mouse, I know he has been in Kingdom Hearts but I think Sora, Riku, Kairi, Roxas and Axel are enough.
As for Spider-Man and Batman, ehhh I have no comment about them being in Smash Bros.

Lucario is a costume for Mewtwo.
Batman had an NES game and he has some interesting moves.
Superman can't be in because he's too strong.
