Unfortunately, I don't know what series you are referring towards, but I am reminded of a certain character similar to this one in Undertale.

The series is called Monster Musume no Iru Nichijou. If you like weird "what the fuck japan" fanservicey types of anime, I highly recommend it. It's pretty funny too.
