What people think is (and this might actually be canon, not sure) is that because The Doctor is the last Timelord, he doesn't have to follow Timelord law anymore.
The law was something like no more than 12 regenerations... but because he is the last, he might technically be able to do it as much as he wants!

My favorite of the New Who Doctors, due mainly to the fact that he's hot and he has a sexy off-stage accent.
*composes self and wipes chin* Sorry, it's not the pony I'm drooling over. Although he's pretty darn good looking, too. I love the way you've modified his canon design to make it look more like him. Now he just needs the brainy specs.

I hate to say it, but I prefer naming the MLP pony as ten. This one's hair just doesn't do it for me at all.

I heard on some vague rumor on Ponibooru that they got David Tennant to voice a bit line for Season 3, or at least permission to use an audio clip.
Of course, there's nothing to validate it. But that would be just too wonderful if it were true.

I've no doubt that he's heard about Doctor Whooves at some point by now. Ponies are popular, and Doctor Who is popular, so I think he's probably gotten some fanmail of pony-him and thought "What's this? Why am I a pony?" and looked it up online.
While I cannot say for certain what he thinks on this, I myself would find the whole thing funny, and maybe a bit amusing.
