I'm not sure what the deal with the hat is, but I'm sure there is a story behind it.
This piece is a bit of an experiment. This type of art hasn't been generating any kind of discussion or much interest in the 3d-characters-rendered groups. So, I decided to post one here to see what happens. It is a bit difficult to classify as it combines elements of rendering and traditional digital editing work.

I been thinking about re-doing this scene as a regular 3D render to see if maintains its character or not.

I think you did good on posting this here at the Anime section, since the artwork style obvioulsy matches the category.
The characters look pretty cool together, and the dragon has a lot of personality with that hat. It was an interesting touch! ^^
The lighting looks pretty good on the girl, although it could be a bit better on the dragon.

I feel like redoing this one sometime. The material used on the dragon doesn't quite match the scene. Oh well. Like I said, it was an experiment.

Oh it looks pretty good in a general sense. I like the composition and poses. The outfit is also good and the girl looks familiar (Madoka?).
Things I would try here are (as you said) the dragon materials (solid colors would work better, I think) and adding more facial expression to the girl.
The scene I am working now has a full 3D enviroment and 3 characters, and I don't know if I will ever get it right...

Why yes, it is Madoka. The big headache with multiple characters is that when you get the lighting good on one, it doesn't look right on the other ones. grrrrrr......
