Description
This is a cel render. It was created by a 3D program, Megapov to be exact.Now that I have got that out of the way...
This was an experiment with getting the raytrace engine to add highlights to hair. The result was not quite what I expected, but it turned out much better than I had hoped. The technique uses angle of incidence materials to get the highlights in the hair. I will have to play with it some more to see what I can make it do.

The outfit is at DAZ and it is called..... drum roll please..... civil servant for aiko3!
I bought it when it first came out and was on sale. It has taken me a long time to get around to using it.
The hair is Himeko's. I think it looks pretty good on Belbel.

Hmm, you are making me regret I never bought Himeko.
Her head can only be rendered from a certain angle and lighting.
Everything else looks wrong, but perhaps the hair is worthwhile...

This is something myself and several others have been trying to work out for a while. I think I am getting closer.
I have been getting a lot of requests for a tutorial. I think I am going to cave and write one soon.
I actually had several of my cel renders kicked out of the 3D areas once because the gallery directors thought they were traditional media pieces.

I guess I should have asked. If you are interested in doing Cel renders with Megapov, I would be more than happy to help you out. I would like to see more art done this way.
Since you have been working with Povray, you have most likely crossed the biggest hurdle in figuring out how to get a scene ported over to Povray. The rest is just a matter of setting finishes on the materials and configuring the lines for Megapov.

Well I've been able to port over scenes with PoseRay but the problem is lighting for me, I haven't been able to adequately light a scene, let alone render it properly

Lighting is a real challenge. The primary problem is that povray doesn't use shadow maps. As such, every light casts very, very, hard edged shadows. You are actually hitting upon the very reason I write PIBL.
There a few ways around this.
1)Change the lights to area lights. You will have to define the area of coverage. Poseray will let you do it in the tool, but poseray only affects point lights. Any light can be changed into an area light.
2) Use HDRShop and the light creation feature of poseray. This actually works very well if you can find the probe files.
3) You could use my PIBL program.
4) Use one of the other lighting libraries out there. Try [link] for example.
5) Use radiosity for lighting.
NOTE: Any of the above is going to really slow down render times when you turn on anti-aliasing. The nice things about the cel renders is that you don't need more than one basic light.

Yeah... I'm trying to figure out how to get around that.... any ideas?
I'm not really sure what the falloff should look like for highlights on hair.

try to get the reflection less blurry and more random
if specular maps works in cel shading like that, put a liny spec mapping.

Sadly... povray/megapov doesn't support specular maps. (Well, not directly anyway. There might be a way to fake them.)
I think I will try your suggestion and see how it plays out. I'm worried that the highlights might look "stringy", but then, that may be exactly what is needed.

The highlights have been a real pain, but they should help add some depth to the cel renders I work on.

oh that explains why the body isn't very cell shaded, only the hair. but it's still gorgeous and different from the original animating you do. i love the way she looks, the hair looks quite nice too.

Actually, everything is cel shaded.
Someday I am going to have to write a tutorial on how to do this. I have a lot of people interested in the techniques....
