I said in the beginning of the tutorial you can prob use any program with layers, but idk if the sparkle brushes will work with other programs You can always just draw the sparkles though xD

To copy an image (from the internet), simply right click it and select 'Copy' from the menu that pops up ; on MS Paint you have to select the picture with the Selection Tool and then right click>copy. To paste you simply right click (with the selection tool) and select 'Paste' (or just press Ctrl+V on your keyboard)

No, Photoshop actually is expensive There are probably other free or less expensive programs that might work with this. Like maybe GIMP
