He doesn't. He's still planning in the Metro after a while, realising attacking with a massive fuckoff statue might NOT be the best way to go about it. So he locks up Agent 8, who turns, until the War Splats come across his base, looking for supplies. They defeat Tartar and find 8, but she's still very distraught so in the end they "give" her to War Agent 3.
