Well they fall out if they're plucked or if their loose (like when cats/dogs shed their hair) because of stress or surprise or something.

why would you pluck out the feathers? how does stress make them fall out?

It's just the same way that stress makes humans pull out their hair, or lose it. I don't know the exact mechanics, but it's the same concept.
