Actually, if you see the scene again, you'll notice that Doc only keeps an eye on Derpy when she's playing around, to get sure she's not gonna break anything; and, at the same time, Derpy NEVER damages any of Doc's things, despite her being a certified living disaster area. In other words, Derpy actually makes an effort to not damage Doc's things while playing with them, and he is very patient with her, allowing her to look around and only stopping her when there's a risk she might damage something.
Basically, showing a lot of mutual trust.

I loved Derpy in this episode and I also grew to like doctor hooves thanks to this episode

Yeah, as this episode required giving SOME of the BG Characters some personality.
the show's staff made it a bit more obvious that Doctor Whooves is the pony version of "Doctor Who"
I especially like that one Bowling Alley scene
"Why do you keep saying that word "Man!?"

It was more of a shout out to the fans than intent to make him connected to the real doctor who but I wonder if that event in his life that he mentioned was with a certain blue box. heh,heh....While there were more than enough things that says that he is his own pony but there was more than enough Refs to say He is Doctor Whooves..heh,heh....

From what I read, "Doctor Whooves" who character was based on the fact that
the show's staff were fans of Doctor Who, and wanted to incorporate their fandom as an "easter egg"
Likewise, they were also fans of Star Trek, given they sold the idea of Discord by comparing him to "Q"
(the fact that they actually DID get John de Lanci was just the cherry on the Ice Cream.)

Oh yes! Totally the cherry on top.!!!. All hail the great and powerful.. Q Discord...heh.. Not surprised to learn that many of the show's staff are DR Who fans.. I guess what they say is true.. Fandom fans are attracted to anything that lets get their fandom out even if it is about some mostly pastel colored ponies...
