Part 1 of the sprite sheet can be found here: fav.me/d5tz6r8The numbers are there to indicate the order of the frames when animating it, with 1 being the first frame and 11 being the last frame. The sequence of frames you see above are for the taunt animation.
Credit to DragonDePlatino for the new name and for the original sprites, as well as for the base used to make the mugshot.

Yes, in fact, they are planned to be used in a fangame project as both a playable character and as a boss.
