If you've downloaded WinRar, Rightclick in a folder/desktop and go to new, then WinRar Archive or something similar. Then drag your desired file into it. There is your compressed archive of the file to put on Deviant Art.

I don't think so, but you probably won't reach any limit there might be, since the whole point is to basically compress files into a smaller size in the archives.
