I would personally add splashes of strong white, or bright cyan, along Toothless' spine to show the source of the glow!

That's true. Like this it just looks like the glow is coming out of the blue (see what I did there?)
That said, I actually think the first fin on his back looks more convincing than the others. If you look at screenshots from the scene, theres no white, but it looks realistic there. Like light scattering through your skin, but in blue. Which is why I did this on a Color Dodge layer.
