Select and copy the picture you want (right click+Copy or Ctrl+C) then paste it (right click+Paste or Ctrl+V) it into your program. Then you can go to Image > Resize/Scale Image to resize it. Then select+copy+paste it into the template. Use the Move or Align tool to put the picture where you want it.
Just mess around with your program, figure out what things do, remember what they do, and remember to save!! Have fun!

Might be a little late, but GIMP is free, versatile, and basically like a user-made Photoshop. It's pretty useful, and there are tons of free plugins and tutorials for it. 
Other alternatives include Paint.NET (a free photomanipulator/drawing program but not as good as GIMP) and Paint Tool SAI (good drawing program with a free 31-day trial, but not meant for much photo editing or manipulation). Try 'em if you want, but GIMP's got your back.

Yes, it can. You just need to know how to use it right.
GIMP can't "save" PNGs or GIFs directly, but it can export them just fine. (It even prompts you to do so.)

You make several different files, each one with its own frame, then go to iaza.com and find the button that says 'animate'. From then on its easy.
