Located in the Psi Serpentis system and commonly known as "The pristine jewel of the inner colonies", Elysium was the first colony established by a civilian organisation, and development commenced under a banner of peace and trade with backing and volunteers from the GENESES Corporation and sporadic assistance from Extrasolar Dynamics; the only time the two conglomerates have cooperated in an extrasolar venture. Sporting diverse biomes teeming with life and an abundance of both energy and material resources, it was initially believed that Elysium would be not only the most economically viable colony within reasonable range from Earth, but also the most hospitable for human colonization, being more habitable and accommodating than even Earth. This relative comfort combined with the incredible economic might of the GENESES Colonization Initiative meant that expansion and development was swift, leading to not only some of the most prosperous settlements of the first generation of colonies, but also becoming the first human colony to exceed a population of 10 million in 2076, and then 25 million by 2085, and finally crossing a billion in 2231, five years before Terra Nova, and the world quickly gained the economic and industrial capability to rival even some of the larger super-states on Earth, eventually becoming the human world with the second highest gross national product after only Earth. The terrestrial animal life is dominated by various avian hexapods, many of which have eagerly taken to the skyscraper cities which now cover the coastlines and wetlands, and thrive among the ecostructures and humans as both pets and scavengers, and the seabeds are covered in coral and plants that house and sustain myriad aquatic animals, many of which have grown to have component industries centered around them in both the agriculture and tourism sectors.
This development was all in spite of the looming specter of of the captured planetoid Pax; the moon of Elysium. Although it was known already at first surveys that the moon's irregular orbit is unstable, projections based on at-the-time available data-points were inconclusive, and corporations and governments commonly suppressed inconvenient intelligence and payed of scientific teams to promote the view that Pax would eventually be expelled from Elysium's orbit just as unspectacularly as it had been captured. By 2389, however, fact became undeniable; Pax is locked in a declining orbit and now approaching the Roche Line, leading to massive geological instability in the moons interior and increasingly powerful tides, with a probable impact event in 2712. Due to Pax's small mass and relative lack of heavy materials it will likely be torn asunder and disintegrate under Elysium's gravitational field on approach, and damage would remain limited with most stray rocks small enough to be intercepted by orbital defense grids. Although at first glance a libertarian/corporate watchdog state, the heavy involvement of corporate information quarantine, and policies designed to discourage competition and consumer representation, in practice the system operates far more like a plutocratic oligarchy where the loss of an employment can easily mean the loss of all rights and liberties, or seizure of economic assets, and deliberately designed policies aim to keep economic competition limited and information quarantined. Although there are few legal offenses and most acts considered criminal on other worlds are either considered breach of contract or outright ignored, the few rights, laws, and duties explicitly expressed are not equal: synthetics and emulates are considered nothing more than intelligent tools or property, and can be dismantled and destroyed whenever their owner desires regardless of sapience; and legal rights and responsibilities are afforded purely on a by-species basis, with only mainline humans (excluding gengineered subspecies), sobrai, and yondarans being able to attain full citizenship, and the various component companies and corporations are greatly discouraged from hiring individuals of other species whenever possible. The Elysium Information Network routinely monitor the private data of the citizens and employees and retains the ability to enforce their own directives over the multitude media organisations, and the Elysium Corpocracy Defense Services have no legal limits to their operations and have been deployed to contain rebellions and even perform sniping operations against political enemies while on live transmission.
Environmentalists are commonly either ignored or suppressed, and off-shore mining efforts and energy collection has taken a great toll on the marine life, with an estimated 25% of all coastal species facing the threat of extinction. Manufacturing complexes with sub-standard or even absent waste-processing centers have had a detrimental effect on wetlands and swamps, with a large PR network working to keep up appearances towards the greater galaxy.
