Almost as soon as the first hull for the new Cluster-Class was laid down, someone asked the question that wasn't; 'It's nice and all, but it could be a bit bigger, couldn't it? Isn't bigger always better with these things?'

'Yes' and 'No', of course - bigger isn't always better but it is sometimes more useful and other times it puts more eggs in a single basket. Insert your own favorite argument, ad nauseum. So instead of making one design they decided to make two. The 'Cluster would be treated as it had originally been intended; to act as a rapid deployment platform for any number of specialized sensor platforms and their subsequent arrays as well as a control and logistics platform for those same. The entire Class would then be assigned to the Dark Fleets where they would wait silent between the stars for the call to war.

Which then meant that for all of the Captains (and a good number of Admirals) who had asked that question because they really, really wanted to have a carrier under their command chair, they could have one! After all, the 'SuperCluster is bigger, badder, more intimidating..!

...and an excellent search & recovery, mass evacuation, and disaster recovery platform. Instead of those specialized sensor array nodes, it carries thousands of drone craft - yes, including some 'Super Aggressor 'fighters' - which makes it an excellent option for when a lot of people in various situations need to be moved from here to there for whatever reason. All of which means that it will be one of the more visible vessels elements in any future Republic relief operations.

They wanted a carrier for the prestige - its just not the type of prestige they wanted.
