In other words, what desert rangers looked like in the Fallout universe prior to finding their sexy-as-hell riot armor seen in New Vegas and prior to joining the NCR Rangers. He carries a Winchester City-Killer combat shotgun, and wears a gas mask, stetson hat, trench coat, and Leather Armor MK2 reinforced with steel plates.

This is my first complete piece of digital art. It was done using a mouse and the trial version of Paint tool SAI.
