Note: This ship belongs to my Star Trek AU "Spherical Starfleet", which I started in February with the spherical Starfleet ships. In this AU, Earth, after their first contact with the Vulcans, realised that the Vulcans' ring-shaped warp nacelle design is more effective than Zefram Cochrane's 2-nacelle design. At the same time, they also realised that a spherical starship was more effective than the Vulcans' needle-shaped starship design.

The Xarak class was the backbone of the Romulan space fleet for about 130 years from the late 21st to the end of the 22nd century.
The Romulan Empire began planning these relatively small but powerful ships during the Klingon interregnum, which lasted from 1993 to 2069.
Because, due to the common border, which was the longest border to an equal state for both empires since the first conflicts in the 15th century, the developments in the Klingon Empire were closely observed by the Romulans, and vice versa.
From stardate 1993.195, power struggles broke out between the side lines of the imperial house of the first Klingon dynasty, because it was foreseeable that Emperor Kahless XV would die without a successor entitled to inherit. The fighting during the interregnum was so fierce that the Klingon imperial throne remained virtually unoccupied for the next 76 years. But, none of the side lines of the imperial house succeeded in bringing their candidate to the throne or keeping him there.
During this interregnum era, the Klingon Empire underwent extensive changes in its political and military structure, especially with the rise of the warrior class. The warrior class had been important before, but now became the dominant force in Klingon society.
The rise of the warrior class was in turn related to the fact that more and more Klingon houses were rearming militarily.
Even smaller houses that previously could not afford space forces now began building space fleets. This became possible because Klingon military doctrine increasingly relied on small, heavily armed starships, the Raptor-type starships. These small warships could be built and manned in comparatively large numbers even by the smaller houses. They proved extremely effective for raids and assaults, through which the Klingon houses, both small and large, began to replenish their treasuries depleted by the constant power struggles of the interregnum.
On the other side of the border, the Romulan Empire could not take advantage of this chaotic time in the Klingon Empire. And certainly not for expansion into the Klingon Empire, since the Romulan Empire itself had just experienced an era of upheaval.
In 1908, a similar situation occurred in the Romulan Empire as it had in the Klingon Empire in 1993. After 416 years of existence, the Romulan Imperial House was politically battered by several campaigns that were disastrous for the Romulans.
Ultimately, on stardate 1908.182, this led to the removal from power and overthrow of the Romulan Imperial House. However, power did not pass to a new dynasty, but the Romulan Empire changed from an absolutist monarchy to an aristocratic republic.
The members of the Senate, originally an advisory body to the emperors composed of the most powerful heads of noble families, became a democratically elected representative body of the people. The former blood nobility began to develop into an official nobility.
The executive power of government was taken over by the Praetorium. Originally, the Praetorium was the assembly of the 13 Praetors, who were, on the one hand, the commanders of the 12 fleets responsible for border protection. In addition, there was the "High Praetor" who commanded the strategic fleet of the empire, which supported the other 12 fleets depending on the tactical/strategic situation.
The Praetorium, as institution, also served as the chief military advisor to the Emperors. After the fall of the Romulan Emperors, the Praetorium became the "Romulan Committee for Continuity", the executive committee of the Romulan Senate and the de facto government of the Empire.
The 12 normal Praetors became the first committee members, the "High Praetor" became the "Praetor of the Romulan Star Empire" and thus the actual head of state.
This transition from an absolutist monarchy to a relatively democratic aristocratic rule required a transition period spanning several decades, especially after a brief but violent civil war. When the Klingon interregnum began, this transitional period in the Romulan Empire was drawing to a close, though not without chaos. The space fleet, in particular, had suffered damage during this time and still needed to be rebuilt at the beginning of the 21st century.
However, the Romulan Empire was able to adjust to the confused conditions in the Klingon Empire and renew its fleet as well as reform it according to the new political conditions. The answer to the Klingon Empire's increasing prioritization of small, maneuverable, and heavily armed Raptor-type starships was the introduction of the Xarak-Class T'liss (T’liss = Romulan word for warship, meaning means rough “Warbird”) on stardate 2052.69.
The Xarak-Class, named after the last "High Praetor" of the absolutist monarchy and the first "Praetor of the Romulan Star Empire", was a small warship, classified by Starfleet Intelligence as a corvette and escort vessel.
Similar to the starships of the Romulans' Vulcan ancestors, the Xarak-Class was powered by a warp drive with a ring-shaped warp nacelle design. The warp nacelle ring, located far aft and relatively close to the hull, ensured optimal acceleration at warp speeds. In the 21st century, the Xarak-Class was one of the starships with the highest FTL acceleration, although its top speed was average at warp 6.
This made the Xarak-Class perfect for the "mobile defense" strategy developed by its namesake. Rather than spreading small ship contingents over a large area, ships were to be concentrated at strategic locations. In the event of enemy border incursions, the fleet units known as "liamn dhelan" ("fast fleet" in the sense of "quick reaction force") were ideally to stab the attackers in the back before or during an assault.
At the latest, however, when the attackers wanted to leave the empire, they were to be intercepted and destroyed. The message was clear: "You may enter the empire and perhaps plunder it, but you will never leave alive."
The Xarak-Class armament consisted of two forward disruptor emitters, an aft disruptor bank, and a forward torpedo launcher. For a small ship of that time, this was an extremely impressive armament. Instead of the photon torpedoes common later or even the plasma torpedoes common in the 24th century, technologies that did not yet exist in the 21st century, the Xarak-Class was equipped with torpedoes that used conventional fission warheads with a maximum explosive force of 30 kt.
The Xarak-Class also did not yet have a cloaking device, as this would not be introduced until 200 years later.
For defense, the Xarak-Class was equipped with a deflector, whose power ratings were standard for a ship of its size. In addition, the Xarak class had above-average polarized hull plating.
As a symbol of the new era, the Xarak-Class ships, as the first ships of the Romulan Fleet, not only bore the Empire's traditional crest, which still came from the Romulan Empire's original Vulcan homeland, the Vulcan city-state of T'naehm.
The Xarak-Class was the very first class of Romulan Empire ships to bear the mark of the new age – the symbol of the new Praetorian government: two stylized raptor wings, inspired by the old Vulcan statement about their ancestors, "those who marched beneath the raptor's wings."
For the Romulan Empire's frontier fleets, the elite "bhveinu morairi" forces, the Xarak-Class proved to be an absolutely successful design. In action against Klingon raiding parties, but also Orion or Nausicaan pirates, the ships of this class fulfilled all expectations.
Although the Xarak-Class was inferior to Klingon ships at sublight speed – Klingon Raptors were much more maneuverable and, depending on the class of ship, also superior in sublight acceleration – it made up for this with its far superior defense systems, especially its hull armor.
Thanks to their superiority in warp speed, Xarak-Class ships repeatedly succeeded in stabbing attackers in the back, leaving them little opportunity to tactically exploit their superior sublight propulsion ratings.
Despite a 130-year successful history in the defense of the Empire that regularly resulted in combat missions, the Xarak-Class was only used once in war.
During the Earth-Romulan War of 2156-60, Xarak-Class ships supported the then relatively new Vanana-Class light cruisers. But they do not only support. On the contrary, the main burden of the war on the Romulan side was borne by the large number of Xarak-class ships.
While the UES was unable to deploy larger numbers of powerful Enterprise-class ships during the war, the Romulan Navy also rarely deployed larger contingents of the much more powerful Vahana-Class.
The lack of additional Enterprise-Class ships on the Earth side was simply due to a lack of construction capacity. On the Romulan side, on the other hand, it was a mixture of misjudgment of Earth's capabilities and Romulan Senate concern about the Klingons.
The Romulan Senate could not assess the relationship of the Klingons to Earth, especially to Captain Archer from the USS Enterprise (NX-1). However, they were concerned about the frequent visits of the USS Enterprise to the Klingon Empire. As a result, large contingents of Vahana-Class cruisers were held back because of feared Klingon intervention in the war. Thus, on the Earth side, the main burden of the war was on the Ganges-Class and Intrepid-Class ships. On the Romulan side, it was primarily the Xarak-Class ships that bore the brunt.
During the Earth-Romulan War, the Xarak-Class proved to be a still powerful ship. Especially compared to the Ganges-class and the Intrepid-class, the Xarak-class was absolutely equal. But these two ship classes of the UES were already somewhat outdated compared to the innovations of the NX program.
Therefore, compared to the new Enterprise-Class on the UES side and the Vahana-Class ships on the Romulan side, the Xarak-class then also proved to be technically inferior.
Therefore, after the war was lost for the Romulans, not only because of the Xarak-Class, but still because of the Xarak-Class, the production of the Xarak-Class was stopped.
Over time, the existing ships were replaced by newer classes of ships. Officially, the Xarak-Class was declared out of service in 2181, after 129 years. In practice, ships of this class remained in service for about another 30 years, but now no longer with the frontier fleets, but as courier and patrol ships in the central sectors of the Empire.
