I did this one a few years ago on my free time. I really like doing BGs and vehicals as well as drawing girls.I added a few thigns here and there before posting this one.
It was drawn in ink, Micron pen, and then coloured in Corel Photopaint 8 (1997).
I was playing a lot of Vice City at the time, man that game rocked.
(For those who know the game: I had 875 kills in vigilante mode in one turn! It took like three hours and it was like at level 56+ and no health cheats! I used the 'FBI Washington' . The fastest time I could get 6 stars is 35 seconds, my friend did in 28 though.)

1) Wait for a police car to drive by, blow it up with rocket launcher, that right there is 3 stars.
2) At 3 stars, the helicopter will come, blow that up as well, should be four stars.
3) Concentrate on blowing up police cars, use the high end shot gun, the one that has the most spray. Blow up cars.
4) FBI will show up at 5 stars, start downing them and you will soon have six stars!
On average it was about 50 seconds, but make sure you are in a busy intersection.

Something to think about; in the bottom of the frame, there is an officer in the car holding a pistol. His finger is pictured inside the trigger guard, which is rather emphatically against proper gun handling procedures.
The finger ought to be straight, along the frame of the gun, above the trigger guard.
(As a bit of a firearms aficionado, that caught my eye)
