This is what is needed to use Photoshop compatible filters with Gimp..is not a filter itself but allow to use most of ".8bf" filtershould be bundled with gimp..but for legal reason that is impossible
the page of Tor Lllqvuist ,the developer is here
[link]
( mine here is a mirror for deviant gimpers)
Plugin in itself is perfectly legal ,but can't be bundled within a open sorce software as gimp
But was no strictly necessary hide so well the download link
(is not reported in the Gimp "downloads" links..you needed google or the help of somebody on a gimp Forum to find it )
Installation
there is only a executive file inside , is "pspi.exe" , you must move that file inside a gimp plugin folder,

I have read the text file but I can not find "Xtnshotoshop Plug-in Settings" inside the Gimp program itself. Where might it be? I am using Gimp 2.9 I believe it is. Thanks!

I downloaded it into "plug-ins"
Where do you extract the Photoshop actions once you download them so they work?

Not the actions but the photoshop plugins (as from Medhi Cybia,Flaming Pear...)
In many cases the preview will not work too well
should be a text file inside the zip with the instruction

were issues with the release candidate of 2.4, but all is solved now PSPI work as before
That also mean then as before the preview of PS filter compiled with FilterMeister will be more or less crippled but the filters will work

I have used, or rather tried to use pspi.exe several times and had one good experience with an older version of Gimp and several not so good with later versions.
