This is just a really crudely done reference guide for how I made the wings for my Rainbow Dash cosplay to help out a friend.Note that the way I made these involved attaching them directly to the back of the cosplay shirt by sewing, so the are not detachable.
This design could probably be modified to overcome that problem, I just don't know much about making clothes.

I see no reason why you couldn't..! I doubt this is even the best way to go about making wings, it's just something that I, being a novice, came up with. There is plenty of room for this tutorial to be improved upon or modified. If the fabric glue is strong enough to hold it the wing pieces together over the cardboard, I don't see why you couldn't.
My only advice would be to make sure that the fabric pieces going over the cardboard are big enough that they overlap and none of the cardboard an be seen. I didn't have time to do so with my own wings, but I also recommend putting a thin layer of plush inside the wings along with the cardboard to make them look less flat.
I also suggest finding an alternative to attaching them directly to the shirt like I have. It makes it impossible to wash. It's okay if you don't plan on using it often and are okay with careful hand-washing, but otherwise... Yeah.
You should totally send me a pic of the finished product, though! And while I'm no expert, feel free to ask if you need advice/tips. I'll help how I can.

can a 12x18 inch eva foam sheet be visible for the wings?

I'm not sure--the method I used involved cardboard with fabric sewn over it. There probably exists much better alternatives.
