Although well-intended, anyone who follows this tutorial should keep in mind that you're only going to learn how to do this exact same anime face construct and angle, and not actually learn to construct a face on your own.
If you really want to improve, you need to start drawing from life. It doesn't matter that you don't want to draw realistic, that you want to draw anime-style: it's going to help you out immensely. You need to learn the true basis first, before you can start dealing with customization. Knowing how a real human face works is going to make it easier to extrapolate to a stylized cartoon/anime face, it will come naturally, and you'll be able to tweak the style until you've got something of your own.
It's not a bad thing to try to 'imitate' some anime styles you like, either, but always try to evaluate what it is exactly that you like. Break it down to it's basics, and go up from there.

If the face is not symmetrical, draw the rest "Not symmetrical" in the same direction to give it a different angleΒ

Thanks for this! Just tried this out in my sketch book, I learnt a lot more about drawing faces than the technique I was currently using (although I have found that the technique I did use can be used for something else...)
