Something like this?

"During Standby phase, you can reveal 1 "Chibi" monster in your hand: Special summon it ignorring the summoning conditions, and draw 1 card from your deck; the summoned monster cannot attack during this turn, and it's effect is negated. During your End phase, if you control a face-up "Chibi" monster: for every "Chibi" monster on the field, you can return 1 card from your hand to the bottom of the deck, then draw the same number of cards from your deck."

Is there something like a boss monster to the archetype? Something that is a pure Chibi, and not another monster's counterpart? The creator of all Chibis perhaps?

Once per turn you can special summon a Chibi monster (from your hand) regardless it's summon conditions.
