How do you get highlights and the overall "shinyness" on the pic?

Hm... I'm not sure... actually I'm not entirely sure I understand your question I remember you mentioning this shiny quality before, but maybe if you point out one or two specific areas that exemplify this highlight/shiny quality I can know how to explain it to you

Hm... I'll keep this in my messages so I can reflect on the question and give a hopefully helpful answer.

I think the hard-edged shading I use is a big factor. For instance, sometimes I play around with blending, but I find it makes the colors pop a lot less for my tastes. As in, they look a lot less lively and defined. I also use the levels and hue/saturation tools to really push color contrast and saturation--the lack of realistic color use may also contribute to the shininess.
The only other thing I can think of is I also use the fade brush tool a lot for shading. I take a really dark but saturated color (usually a hot pinkish violet), paint it over where I want a shadow, then use fade brush to lower the opacity of that brushstroke and let in the lighter color underneath until it looks right. It's sorta a fast way to blend the two colors, and it works especially well for me since I retain a hard edge. That might contribute to a shiny looks because the shadows aren't neutrals.

This is really awesome and mind-blowing! I love how you've done this, with the angle and part of Sonic's body and holding that shiny Chaos Emerald! The lens flare on Sonic is really superb!
I really love the colouring, the shadings and hghlight, the tiny details and the background! Such perfection and professionalism! I applaud you!

Wow, thank you! I'm glad you appreciate a piece that seems so simple at first glance. I really like art that doesn't show the face of the character, and I'm glad other people do too

Heh, well I had about ten reference pics of emerald-cut diamonds and emerald-cut emeralds to help me with the gem. I use a ton of reference, haha. For the different colored shading, I mostly just experimented with lots of colors... I tried a lot of colors before I got to how it looks now!

Is that where the rectangular shape comes from? I remembered seeing a rectangley stone in a Sonic game somewhere, but I couldn't remember

I have no idea what that is I'm assuming it's something from a more current game, cuz I'm clueless when it comes to those!
