With the argument that the military's expertise, knowledge and manpower was needed to ensure Myanmar could make the most of its new situation, many of the country's democratic reforms were rolled back and the country once again placed under military rule. While the stability and opportunities created by the military-enabled expansion into the Ganges delta and Chao Phraya valley was welcomed by the Bamar, for Myanmar's minorities the change felt like a regression and many looked outside the country's borders. Notable amongst these were the Chinese, or Tayoke, and the Rohingya of Arakan. The establishment of these breakaway states beyond the junta's control became an increasing security concern for many Bamar and a thorn in the government's side. After unsuccessful attempts to establish control over the hills separating the country's three river valleys, a new approach was taken whereby those states that remained within Myanmar were granted autonomy and with the status of associated state being granted to many of the smaller breakaway governments.

South of the Asian mainland, the islanders of the Cocos (Keeling) Islands found themselves literally adrift with some managing to establish an outpost in the Chagos Islands. However many wished to return to the larger islands of the Malay Archipelago, and after many attempts have successfully settled the Mentawai Islands, putting them within throwing distance of Sumatra, and potential contact with the Burmese.
