I was thinking Kammy should appear, but only reimagined as an alternate universe version of Kamek where all the characters genders are swapped similar to Fionna and Cake in Adventure Time,

Kammy would make sense in that case but, again it depends on if the showrunners knew she existed. That said, considering the only other female magikoopa, Kamella, is a one off boss, I think Kammy would make the most sense there.

So you think their's any RPG Mario character that's less obscure than the Koopalings considering we're considered obscure before their return in New Super Mario Brothers Wii?

I don't think so. Remember: The Koopalings had a huge fan following and were making oddball appearances here and there (Like in Superstar Saga or when they were supposed to appear in Super Princess Peach). My guess is that, with the way the games were set up in that period, there was simply no place to fit them so they took the idea of Bowser having kids and condensed it into one character. When New Super Mario Bros became a series and Nintendo wanted to up the ante on callbacks, there was suddenly room for seven characters. Additionally, the Koopalings appeared in the platformers, which reach a wide audience, and showed up in several games. The only RPG characters to appear more than once outside of cameos are Starlow and Fawful.

(Sorry for the late reply) I'd say level 1 or even level 0. The releases of Super Mario Bros 3/World (and their re-releases) as well as the odd cameo here and there along with the tv shows means that they had sizable exposure and they were fan favorites for most of the time (Think how non-comic Batman fans would only remember Barbara Gordon as Batgirl and Dick Grayson or Tim Drake as Robin). RPG characters rarely pop up outside of the game they were introduced in, much less the RPGs, so they would fall between Level 3 and Level 4 (in regards to the public, they are definitely level 4 or 5).
