Settings to have all of your panels floating.I had sooo much difficulty finding this ;__; Keeping this here in case something happens to my comp down the road.Note; Make sure to keep the original settings saved somewhere in case you want to change it back. Make sure Sai is closed when you do this!

I recommend watching the vid too. Very helpful information on brush settings, color and the sliders.
Directions
1. Go to where you installed Sai Paint tool in My Computer.
2. Open Up Misc.ini with Notepad.
3. Change the settings you have to what’s in the above image
4. Save the document, close it.
5. Go to “start-sai.exe” to open sai (will make the changes take effect).
Done~

A solution to turn the floating panels off : look for the misc section and click it. Once you found it, scroll down til you see this set of words.
Show Navigator, Layer, Color and Tool panel with popup window.

Hey!! I came here trying to figure out how to get the floating panels OFF because the version I downloaded had them by default, but changing the values didn't work for my system for some reason.
For anyone still having issues and looking for a possible solution, I figured out that simply removing the "misc" file from the folder where all of the SAI files are located resets the floating panels. I can't say for sure if this may cause other issues though, seeing as how my system is just having problems with pen pressure in SAI regardless of what version I have (hence why I attempted to download a different one).

I wanted the same thing
but instead of deleting the misc file i switched the numbers around
so if it was 1 i made it 0
so i can keep the misc file in case i ever need to change anything else on it

actu ally that is a big nono if you need to fix anything with sai
instead notice how it says
popup= 1 and embedded = 0
that is actually telling you what to put if you want the popup settings changed
so just replace the 1 in popuppanels and popupnavigator with a 0

change the 1s in "PopupPanels = 1" and "PopupNavigator = 1" to 0s, so it would be:
PopupPanels = 0
PopupNavigator = 0

e.i : 1 = 0 and 0 = 1
