Flare is a silent and easy-going pony who doesn't talk to others much and keeps herself rather isolated. She resides in PonyVille and has been living there for many years, working with an organization known as H.O.O.F. (Hidden Operations Organization for Freedom) under the direction of Princess Celestia, and Luna when she returns. The point of this organization, Is to neutralize any and all threats before they are ever made public, to prevent catastrophe, collect information, plan safe-fails, keep everypony safe. The number one rule: Don't let yourself be known, always work in the shadows, to keep the light free and perfect as you can. Keep the dark at bay, keep Equestria safe, but always remain hidden in plain sight.
H.O.O.F. has ponies working for it all over Equestria, they're your neighbors, your friends. They live around you, always keeping evil at bay without ever letting it see the light. We have headquarters in nearly every city, town and village- and where we don't we at least have a central operative who keeps tabs of every member of H.O.O.F. in the area, and periodically sends reports back to our proprietor and benefactor- the pony responsible for creating H.O.O.F. in the first place.

It was Princess Celestia, not long after the banishment of Princess Luna, who created H.O.O.F. Ponies were afraid of the massive amount of power that the Princesses possessed, and how that power could be used to do evil as it had when Nightmare Moon rebelled. Once the threat was past, ponies weren't in the mood to trust the Royalty nor trust the security of the Land into the hooves of any force connected with the Princess in any way.

But Princess Celestia knew that security needed to be kept, her subjects needed to be protected. If the ponies of Equestria didn't trust the Royal Guards to do the work, she left her subjects to hold order in their own cities and towns- but created HOOF so she could keep an eye on her little ponies, and ensure their safety from behind the lines.

H.O.O.F. is basically that, their operatives are all over, many are experts in some field or other... There a certain jobs for ponies whose main job are to collect and record information, sending everything they learn to Princess Celestia, and now Princess Luna since her return. Some of them are even under control and order of Princess Cadence in the Crystal Empire- though very few. Others specialize in stealth missions, others are trained to fight and defend... It all varies. Most operatives are standard, some are the Region Controllers (Those agents who organize and send out orders for all operatives in a specific region or town, they are a town's Commander in a way), others are Information Lei-ways, Recorders, and some are Guardians, all of H.O.O.F.'s members are good at what they do, but some of them are Legends, the best of the best, the true pros- and they're all spread about Equestria.

Flare is one such Legend, and has achieved such status after having been a member of H.O.O.F. since she was only a young filly, and for her exceptional skill in all sorts of Magic and Spells, her Magical ability very well rivals that of the Princesses and Twilight Sparkle herself, though no one outside of H.O.O.F. is aware.

Her duties in PonyVille consist of keeping tabs and files on the ponies in the town and assessing for possible threats, she periodically sends reports to Canterlot, and is one of the highest ranking agents in the town- level with only two other ponies, one of which is Pinkie Pie, who works for H.O.O.F. as PonyVille's Region Controller. She also serves as a 'Guardian' to a very specific pony, she was asked to keep special and close eye on Princess Luna's student CopperTune, and is tasked with working directly to keep her safe and healthy should any danger come.

Also, Twilight was not Celestia's only student at the time she had been taken in- before that time there had been another pony who Celestia had taken in, housed, raised, and mentored. Princess Celestia came upon Flare when she was very young, having been an orphan, a small, insignificant foal with no name, no family, and no standing in the world. Flare was unwanted as many ponies wrote her off and deemed her of lesser skill because of her blindness- to which she has been blind since birth.

Princess Celestia raised Flare as her own, and followed her closely for many years, and helped her to learn Magic in order to hone the raw, incredible Magical Capability that Flare has.

Flare had an incredible aptitude for Magic even as a young filly, she was able to quickly learn the most complex spells with ease- she pulled off nearly impossible feats that even had Princess Celestia reeling. In her early life she had even begun to create new Magic, magic that would allow her to 'see', to read, to transfer information off a page and into her mind through Magical means. This is a Spell Flare created specifically for herself, she's named it "Sight Sent"

No ponies outside the most trusted guards and servants within the Castle ever knew of Flare as Celestia's student, and even at a young age Flare seemed to prefer solitude and kept to the empty corners of the castle- en-wrapped in her learning, always honing her skills, and keeping to herself.

Princess Celestia chose Flare's name. Earlier in life they were fairly close to one another, but after a few many years as Flare grew older, she became more distant with the Princess, she stayed away from her and eventually moved from the Castle to PonyVille on her own.
Though she keeps to herself and can seem stiff and not easy to approach at first, she cares deeply for those few she considers friends and has proven she will do anything to protect them. She is also fairly protective of other ponies in general, as comes with the territory of being a H.O.O.F. agent.

She is rather mysterious in her own way, but Flare is actually a very smart and clever pony, witty, quick thinking and is very resourceful. She isn't a H.O.O.F. Legend for nothing. She has come out of her shell a little, and though at first she was interested in it- has become friends with a number of ponies, including Flash, MoonApple, StormShadow, Mercy and CopperTune- as well as Celestia's other student, Twilight Sparkle. (As well as becoming friends with Flash, MoonApple, StormShadow, Mercy and CopperTune, she became member of the group that represents the Elements of Peace/War).

Twilight Sparkle has a special interest in Flare, especially after learning about Flare's aptitude for Magic, and the rather extensive library Flare keeps of old Tomes and Spellbooks in her home in PonyVille. Flare wasn't entirely interested in becoming friends with Twilight, but she was given little choice as Twilight worked to grow closer to the blind pony- she eventually warmed up to Twilight, and somewhat enjoys discussing Magical Theory and ancient Spells with her. Though, Twilight maybe asks too many Questions.
