UPDATE (1/4/2017) BECAUSE PEOPLE KEEP ASKING THE SAME THING A LOTYOU HAVE TO RUN EITHER THE .JAR OR .BAT FILES ON WINDOWS 8/10 WHEN LAUNCHING SHIMEJI. DON'T TRY TO RUN THE .EXE FILE.
IF THEY WON'T OPEN, DOWNLOAD THIS: drive.google.com/open?id=0B0vF… BECAUSE YOUR PROBLEM IS MOST LIKELY HAVING THE WRONG VERSION OF JAVA.
UNZIP THIS FOLDER AND PUT THE JRE6 FOLDER IN LOCAL DISK (C) > PROGRAM FILES X86 > JAVA. MAKE SURE THAT WHEN OPENING THE JRE6 FOLDER YOU SEE "BIN", AND NOT ANOTHER "JRE6". IF YOU SEE THE LATTER, MOVE THE FOLDER INSIDE TO THE JAVA FOLDER INSTEAD BECAUSE IT'S IMPORTANT YOU HAVE THE RIGHT PATH OR IT WON'T LAUNCH.

I TOOK ALL OF THE SHIT OUT OF THE TUTORIAL, UPDATED THE WRITING AND MADE IT MORE RELEVANT. GOD DAMN I WAS CRINGY A YEAR AGO. I'M SORRY FOR THE OLD TUTORIAL.
SHIMEJI ENGLISH ENHANCED, THE VERSION USED IN THE TUTORIAL, AND THE VERSION I RECOMMEND, CAN BE DOWNLOADED FROM HERE: code.google.com/p/shimeji-ee/d…

I'm not certain. Draw something and save it as a .png, then see if two options come up in a box after the folder menu thing. If it does, it's the second option. If it doesn't, you need a newer version.

I believe so but I have no PS experience doing this. (I don't recommend the program as it's not built for drawing.) I may be able to help you though. What's the problem?

Well it's not much of a problem(I think) I just need help with drawing the character but I have no computer drawing experience X3
Plus I'm not good with coding or scripting, basically I'm useless with stuff like this XD

For that I use a drawing tablet, but using a curve tool should work fine if you don't have one.
There's no coding involved, just save the files in the same place and same name as the original.

Ugh '-' For transparent in Sai I select what...? 32 m? .___. And where do I find such option, please?

When you go to "Save as" or "Export as", select .PNG, save it, then click the second option that comes up on the menu. This should say "32bpp ARGB (Each pixel have Opacity)" in most English-translated versions, although whatever you have as a second option should work. If you don't have that menu, you need a newer version of SAI. I can give you a link for my copy if you'd like.

I don't own Paint.NET myself but after a little research apparently it should export transparency fine when saved as a .PNG with no other steps required. I would test it, though. I personally wouldn't recommend the program from what I've used of it previously but if you actually know how to use the damned thing then it looks like you should be fine.
