I like the lighting, it's crisp and works well with the piece. You've also got a clear direction in the light, which is something a surprising number of people I've seen on dA forget about. I can see it's your style, but you might want to create darker spots with your shading. In other words, use another, darker colour to accentuate the spots deep in shadow. It's just an idea though, I don't have enough experience in cel shading to know how well it would work out. On the left side of the picture there's also a line which you're not supposed to see, where the lower part of the collar meets the neck. The upper section should be hiding that line.

Cell shading is the only thing I'm good at XD or at least have some basic understanding of it

Well the main issue is with the eyes, in this image they are too symmetrical despite the angle of the face, the rest of the face is looking one way while the eyes are looking straight ahead.
