C'tek
The Tkarite Freehold has recently began a High Warp Initiative. Until now the fastest ships in the Norayis Sector have only been able to reach warp 2.5 and travel to another star (5 light years) takes three months. Tkara's goal is to develop faster ships, enabling them to explore outside of their sector.
Although the Initiative is primarily Tkarite, their scientists still need technical support and extra resources. To this end they have turned to their neighbors, the C'Tekians, Nlians and Rylarin.
Vee'ena, the Freehold's Representative to C'tek, has been charged with gaining C'tekian support. She has arranged a meeting with Stonesvarritor, First Envoy of the C'tekian High Conclave. Ulmaro M'Bye, Nlia's Ambassador to C'tek, is also attending and she hopes to gain his support as well.

A truly lovely room! Such a view, such sumptuous appointments, and beautiful clothing! 
Based on the length of the meanings of the C'tekian names vs their length in phonemes, I'm betting they use non-verbal components or subtle sibilant susurrations to add semantic density to the simple consonant vowel pairs.

The Tkarite's Initiative was a success and they developed a warp 5 engine in 2162
The following year they sent four warp five ships to explore outside the Norayis Sector.
One of those ships the Niselith, made First Contact with the Federation .
So this picture is showing the first steps toward species of the Norayis Sector reaching out to the wider universe.
