In regards to the Mirror verse to be honest I haven't thought to much about it.
Now that I think about it there are supposedly infinite realities so there are probably infinite mirror verses:
Prime Mirror Verse
AOS Mirror verse
New Start Mirrorverse.
Maybe in some of those Mirror verses that sector hasn't been reached by the Terrans.
Maybe in others the Terrans tried to conquer them but fought them off

The Black Council makes the laws (Legislative)
The Governing Council sees to the day to day running of the state so I guess they're Executive.
The Tribunal is the Judicial branch.
The Black and Red serve as both military and law enforcement
The Matron is like the President and serves as Head of State

I love your world building and love learning about the different branches of the Tkarite Councils; they get more real as you write about them! I am not sure if you watched the series Babylon 5 but in many the ways the Tkarite remind me of Minbari Federation with their Council of Caste Elders.
