Eu não falo português, por isso espero que este trabalho que fiz com o tradutor é compreensível e você é capaz de seguir os passos.
Passo 1: Localize sua ferramenta conta-gotas. Deve olhar como este:
Passo 2: Selecione a ferramenta conta-gotas.
Passo 3: Selecione a cor de contorno enquanto o botão direito do mouse. Sua paleta deve agora parecer com isso:
Passo 4: Escolha a nova cor que você deseja usar:
Passo 5: Selecione a ferramenta retângulo.
Passo 6: Selecione a opção transparente clicando na seta abaixo sua opção de retângulo.
Passo 7: Selecione a imagem inteira e copiar e excluir/cortar isso. Toda a sua imagem só deve olhar como este:
Passo 8: Recolori toda a área com sua nova cor. Balde de preenchimento é mais fácil.
Passo 9: Cole seu pônei para baixo. Ta da! Nova cor de contorno!

It sure does. Windows 8 Paint is pretty much the same as Windows 7 Paint

That means that you accidentally selected the body color instead of the outline color in step 3. It happens.

You can add your own horn. Or use a horn from my other bases *shrug*

Some bases may not be made so that this method will work on them, unfortunately. Without having the base myself I'm unable to tell you if the method should work or not.
