I asked some people in my Poll whether or not they wanted me to make a quick tutorial on how to turn points into PayPal, or to make the "Purchase" option appear on a page. So... Here it is! I tried to do my best, but if you feel it's unclear, or I missed something, be sure to comment.You can follow the instructions step-by-step with this in another tab, and it should work fine for you.
Keep in mind that not everybody has the ability to use this option, yet. Your account should, eventually, be given permission to do this.

Hi
As far as I know there is only one way to get money into your available balance, which is as follows:
- install the commission widget on your main page( on your main page, on the top right go to "edit page" and select the widget to install)
- people will pay you with points, but those points can later be converted into money
- those points/money will show into your "pending transactions" for 15 days
- after 15 days they will be automatically moved into your "available balance" so you can withdraw it either by check or with your Paypal
You can't put money on your available balance yourself, because you can't trade money on dA, only points.

Some artists will only accept to be paid for direct money, usually using Paypal or some similar websites only. Some will offer you the opportunity to pay by points.

Oh, for the points donation, I wouldn't know. Never used it. But I wouldn't be surprised if you aren't able to convert them to rl money.

I don't if anybody will be able to help me or is having the same problem...
I used to live in France and therefore had a french Paypal account. I used to withdraw my money on dA with this old Paypal and never had any problem. I moved to another country and this Paypal has become useless as I can't link it to any "Euro" bank or card. I can't close it because of 0.48 euros on it, and I can't transfer this ridiculous amount of money either due to no "bank registered". But I didn't care much, Paypal's policy is more than stupid sometimes. (I later read this impossibility to transfer my little money is not due to unregestired payment but a very common problem with Paypal that they never bother to fix, even for people with over 400$ on their account according to many forums, but I don't care about it that much right now)
I now live in the UK and opened a new Paypal. Everything is fine with it, it's verified, linked to a bank and all...
But when I try to withdraw my money from dA to this new Paypal I can see my old french Paypal address displayed, which annoys me a lot. It is not on "rebill your membership" nor my email address in my settings anymore. I deleted it everytime I tried to transfer and enter my new UK Paypal address and everytime I got this message: "Service error Failed to process transaction"
I tried many times, with Firefox, Explorer, Chrome, two computers, different UK Paypal accounts( all verified and linked to banks and/ot credit cards) and always the same message comes up. No money sent, no email to say it's in the waiting or anything. Just this plain annoying message in a red box with no further explanation.
Because dA still displays the old french Paypal by default( without me wanting this!) it sent money over that old one by accident, which more than annoys me. I'm just glad evertytime I tried my withdrawals I only put in 5$ as a test instead of +50$...
I emailed the Help Staff but I don't think they will ever bother getting back to me. They never did in the past for other glitches so why would they now, even more so when money is involved?
So yeah, did anybody experience this and how did you get it fixed? Check withdrawal are really slow and I don't like dA taking so much fees from my work, my sweat.
Like every one here, it's my money and I want it, I don't want it stuck on dA forever
(Now I know I will never pay again for a membership, I feel like 10 years of wasted money on dA T_T)

This issue finaly got resolved for me.
When I was trying to withdraw with Paypal using my new email address I used to get the message "Service error Failed to process transaction"
They could never fix it, saying it was Paypal's fault and we should contact Paypal so it would help them to understand why some of us have this problem and solve the issue. Paypal never got back to me...
However after a few weeks I got enough successful payments/commissions directly on my Paypal that I now don't have to wait weeks for my money to be moved from "on hold" to "available balance". I thought it could be the issue, that to transfer our earnings from dA to Paypal we needed a "full" Paypal with no "on hold" thing anymore. So I tried to withdraw my earnings again from dA...
I still had a message error but it changed, this time I had "Failed to process transaction. You are trying to withdraw funds to a different PayPal email address, please contact the help desk if you want to change it."
So I contacted the staff to update my email, for some reason they tried to fix the problem so I could update it myself. It never worked so yesterday they changed for me themselves.
After a month and half or so I could finally, and successfully, withdraw my earnings
You could try again in case it works now for you.
If you still have the issue I would recommand you to send a ticket to the Help Desk, and if things are still not improving you can complain on this journal here: Update from the Help Desk

I'm kind of glad to hear someone else has this problem, and sad that it seems to be a recurring issue...
The staff never got back to be after a week, so I sent another message and will keep doing so every week until they fix the problem... I will let you know hat to do if it ever get solved

They finally got back to me saying it's a known issue and already contacted the tech' team, also saying it's going to take some time for it to be fixed( I don't know anymore if I should believe in it getting fixed some day or if I should just give up...)

Heidi, one of the admin on dA, promised to keep me updated as soon as the problem will be solved. Apparently they're still dealing with the stuff and Paypal is on the case aswell. It seems to be tricky to solve for some reason, but at least I've got faith now they really are trying to figure that one out.
I had little faith in the staff before due to disappointing experience some years ago, but they seem to be doing better now and they even gave me a 1 month membership to apologize. I think as a thanks to Heidi I needed to write this, dA is far from perfect but right now I feel like they're trying, so let's keep our hope up

That's good news! DA also messaged me that they fixed the problem and that I should try withdrawing my earnings to my new paypal. Too bad I already withdrawn all of it to my old paypal. I also got the "Failed to process transaction. You are trying to withdraw funds to a different PayPal email address, please contact the help desk if you want to change it." exactly just like you said but it was before DA messaged me that they fixed the problem. Hopefully there won't be anymore errors.

Sadly no, if I still don't have an answer by Friday evening I will send a ticket once a week until they answer...
I had a problem transferring my earning for over a month, my subscription ran out and Heidi( thank you a lot again Heidi) gave me another month hoping the issue would be solved and I wouldn't have to pay a fee for the transfer. Sadly the issue changed and is still not solved, and my membership runs out in about a week T_T' I really hope they'll get back to me before the 2nd of July so I don't have to pay a fee for withdrawing my earnings( and I'm still not going to pay for a membership myself, this Paypal problem is too big of an issue)

yeah, if they don't solve the problem I will just make people pay a lot more with points if they can't pay for Paypal to cover fees from dA and my bank, as I will have to withdraw my earnings by check( I'm glad my bank in the UK accepts foregin currency checks...). I don't want to stop people paying with points since a lot of my commissioners don't have a Paypal at all...

DeviantArt does not allow the converting of points to actual currency...meaning you can't do that.
But if you get commissioned or sell a premium content art piece, it pends as real money and thats basically the only way you get real money.
Once this pends, you may then cash it out to PayPal or get a check...
