This is a good tutorial.
Although it is good, as a beginner with digital painting, I don't really get why noise should be used. Could you please add a short explanation why it would be a good idea to use it? Or when it is best to use it?

It can be used to add a little subtle extra level of realism, such as film grain. True film grain however, is only created by using film, not with modern digital cameras or with added effects in Photoshop - but it is something that people use modern applications (like Photoshop) to add retro "authentic-feeling" artistic aesthetics. This being said, it is up to the artist discression as to when the effect is best used, some images look better without it as it makes the image smoother.
(!) Try looking at a wall/ceiling and if you concentrate on it you can see the "film grain" or "noise" (not like floaters in your eyes though!)
