I really love this design so I've downloaded it to my computer. However, I can't figure out how to open it so that I can add it as the skin for my gallery.

When you download, you should get a ZIP file. On windows, you can right click on the folder and click "Extract Here," "Extract All" or something along the lines of "Extract." I'm not exactly sure how it works on other OS, but it should be similar. If all fails, google how to extract a zip file.
