Empire City born and raised Jay was unfortunately the victim of weather experiment gone wrong. His uncle ( an award winning Scientist and Meteorologist) was experimenting during a category 5 wind storm and asked young Jay for assistance with his with his new, prototype weather probe. Inside the probe was a new kind of particle, that could replicate weather patterns, and help Jay's uncle read it, and predict it better.

During the experiment, the probe broke off from its mount, and struck Jay square in the chest. releasing all the particles on to his person.
he was knocked unconscious for 3 long days, and on the morning of the 3rd day, He woke up with superpowers.

He showed his Uncle his new abilities, and he promised to help him control them. first he made him a suit to prevent his body from tearing itself apart, and gauntlets to help control his powers more easily. a few weeks later after apprehending fleeing bank robber, He adopted the alias Tempest.
