Believe it or not there is more than one runner in Empire City. And he is the Blurr.
Daniel Maverick is a young business mogul, who runs a science firm in the east part of high town. And for for a while "Maverick innovations" had been working with a theoretical energy source called Null Energy.

One night while working late at the office, Daniel was looking over some business deals, when he noticed something on the security monitor. Men in black suits were making there way into the R&D room. Daniel tried to call security, but there was no answer. he made his way down to R&D to stop the crooks. when he arrived he saw that the men were sabotaging his equipment, as well as the Null Energy Reactor. He yelled, " Hey you down there, STOP!!!" and Ran after them. The Saboteurs got away but that was also when the bombs went off. Daniel caught the brunt of the blast and was bombarded with Null Radiation. His body began to shake, shiver, and pulse, with a blue energy field around him.

Daniel woke up 5 weeks later in a hospital bed. His body fully healed, and with no sign of any problems or extensive injuries, from the explosion. When he got out of the hospital, Daniel started to realize that time began to move slowly around him, and that his reflexes became faster, as well as many other aspects of his body. He ran some tests on himself, and found out that his body was giving off bursts of Null Energy. He was ecstatic with the Idea, and he immediately thought that he could do something with his powers. So he made a suit for himself, and began to fully realize what he could do. and Thus The Blurr, was born.
