Sorry for not responding for.... half a month. I've been quite busy with my art studies.
Firstly, you are welcome for the character sheet. I'm glad you like it, and I also thank you for the credit.
Secondly, I'm not the best at giving reviews. I'm quite harsh. I don't like overpowered characters either, but at times... those characters are just what people make and enjoy using. Truly, the best way to balance a character is by making flaws, fatal flaws are definitely the best, but alongside that, creating quirks and personality traits that are either relatable, or empathy inducing within a reader or viewer. We never want to create a character that can handle anything, or even a character that is black and white in their faults. Sways in character in some varying degree can also help with the character creation. The character's morality, if you will. What they see as good and bad, and truly understanding them all the way down to their skin and bones.
They way they dress... why do they dress that way? Is there a story behind it? A tradition? A statement?
Why are they coming to beacon or signal or any other of the academy's and schools for training young children to become hunters and huntresses, which is romanticized in the world of RWBY as a valiant thing to do with fame, glory and honor attached to the title? Are they aware of the dark sides of what it means to be a hunter/huntress? Do they know what it means to defend those unable to defend themselves?
They surely have a personality, and that also means they have a way of conversing. Are they awkward in speech, unsure of themselves like Jaune? Or are they peppy and confident like Ruby is? Are they cocky like Yang? Do they have something to hide, like Blake? Are they stuck up and aiming for perfection and splendor like Weiss? Or are they bogged down by others expectations of who they are and what they should be/become like Pyrrha?
There are plenty of things to consider, but above all else, the character(s) should follow the rules that Monty Oum set out as a must when creating a RWBY character.
Colours.
Only very few characters in RWBY have names that don't follow the colour rule, and those are for certain story elements, such as Ozpin. Be certain that your character follows the colour rule firstly, and then build around that with ideas and elements from history, personal experiences and interactivity interests. Role playing your character is also a wonderful way of understanding them. Looking to Rick Riordan, the author of the Percy Jackson series among other things is a wonderful example of a creator who really allowed their characters to come to life and be real to him. Make your character real, give them a mind of their own. Don't ever think in an "Action vs Reaction" mindset when dealing with characters. Really look into yourself and find out what the CHARACTER would do in the situation they've been put into.
As a reminder, here is the colour rule set out by Monty Oum,
1. Characters in RWBY must be:
A colour
Something that sounds like a colour
Something that means a colour
Something that makes you think of a colour
2. If that character is on a team, then the FIRST LETTER of their name must fit in with a 4 letter acronym that spells a team name that must also be:
A colour
Something that sounds like a colour
Something that means a colour
Something that makes you think of a colour
Follow those two rules as set out by the creator of the RWBY series. Respect his wishes, and your character/team will become that much more accurate and believable within the RWBY universe.
Footnote: The red bullet points refer to either of those being options not all things that must be covered. It's one or two at most, not all. They're... a check list, I suppose, if you can check off one of the red bullet points when referring to each of the numbered requirements, you're set to continue.
Currently, I'm in a winding down kind of mode, since my studies just ended for a quarterly break. I may be able to give you a proper review if you still wish of me to do so. Keep in mind though... I will not hold back, I ramble, and I write a LOT when doing reviews.

Ok. The name needs work (at least the last name maybe), I chose Graham for the colour Gray. I would have preferred a more purple-y colour name, but most of those sound more like girls names (violet, indigo, etc.). TBH I only spent 2 nights on this sheet, so I'll definitely add more detail to the backstory. Thank you for checking this out, and I will be sure to contact you shortly

Indigo sounds pretty masculine to me. Indie for short, or as a nickname.
You have to remember the "coolest" character in RWBY's name is Neptune. It sounds not only nerdy, but also kinda feminine.
Names are names. If the character can pull it off, all the better.

I would suggest listing specific friends if you plan on creating some sort of description of them in future ways such as a background story involving them, or their own bio sheet, even. Otherwise, you could be general if that suits the means better.
There's really no rule to it, to be honest.
Personally, I try not to use canon characters, so that section for my own characters is pretty blank until future updates are made. (Explanation: I sometimes Role Play with other people's characters and act out events and stories with them, so I would update the "friends" section as I go if my character makes new friends.) However, that's just my own philosophy.
Be as specific or as general as you see fit, really.

I'm really not the best at giving reviews... I'm bad at pointing things out that could be doctored with helpful suggestions or solutions and end up just spouting my own thoughts of how things should be done.
It's really not a healthy review... But I can try.
I'll just need to do a little review of my own on what makes a RWBY character a RWBY character so that I'm not... spouting nonsense and personal thoughts.

Your reviews do hold a modicum of truth though. For instance, the person who made "Yin Light" did look like he/she was overpowering the character to an unknown extent, really making it seem like a Mary Sue, and being friendly with already established characters is already a big old way of saying "I've run out of ideas." Even if the person did somewhat cover it up in the comments, of said profile, it really did not change the fact that your review was correct in many aspects.

That's an interesting choice.
Be sure to look into other languages, or even just some object that makes someone think of the colour blue.
Azure is a very nice blue colour, if I may suggest looking into that.

Bleu would be french for Blue. Is that intentional? Also, you should keep in mind that there is a historical reason as to why children were named after colours. I currently cannot comment further than that since I forget the details, but it doesn't have to be specifically the colour as a name.

Something that sounds like a colour
Something that means a colour
Something that makes you think of a colour
So, you have options. But obviously, if you like that name, go for it! Have fun with creating your character. I'm glad I could help by giving you this template to use.

Also I am making out designs for Bleu Jay with a program a friend of mine uses also he will show me how to change the background so I can have Bleu Jay's Emblem which I will mention in his bio as apart of the BackGround so once that's done I can add the details of what the outfits are but there will be one outfit i will need to draw out and its his post-time skip/fall of beacon outfit since the program i am using dont have hood cloaks
but never the less at least I will have the design made & out of the way and then i can get to drawing his unique weapon and its modes

Then you're already breaking a written rule of any character in the RWBY universe.
(Save for a few that Monty broke his own rule for solely for the purpose of important story elements. Ozpin being one of such characters that defy the rule.)
That being said... it's really not that hard. The name of the character usually helps define the colours of their outfits as well, so really, it's an important part of making a RWBY character since it helps with other aspects of the character's personality, clothing, and characteristics.

Perhaps, but the name can easily be in any language, nationality, or anything else that could add a shift of originality to it. After all, it has four variables towards it.
It can be specifically a colour,
something that sounds like a colour (this would be the easiest, in my opinion for making it "not a colour" since it simply just has to sound like an existing colour.)
something that makes you think of a colour (For example Rose = Red (usually) Sky = Blue, Tempest - perhaps more of a greyish blue or whiteish blue since it's wind-like. The possibilities go on and on with this, since anything can be a name that makes someone think of a colour.)
Something that means a colour is the final option. That could be through a language shift or something of that nature, Such as how Lie Ren is Chinese in nature, if I can recall correctly...?
You could certainly try with making a character have a name that isn't connected to a colour in any way... but it does certainly remove some of that RWBY charm that all the characters have, in my opinion. In all honesty, do what you wish, and find out what works. Don't take my word as law. I'm just a small art student working on improving myself. Heck, you could disregard everything I say even. It's just an opinion, it's up to you what you choose to do with it. Ignore it, take it, laugh at it, respect it. Your choice.
I'm not going to try and stop you from doing anything. So, in the end... have fun.

It's not so much that I disregard it. Not at all actually. It's just difficult. For example, if you look at my OCs, you'll notice that I tried to keep their names close to the figures that inspired them. And thus, I couldn't really figure out a way to fit color into them.
And I respect the rule and follow it to the best of my ability, but I still have a really hard time with following it completely.
Plus, I feel like there is also a RWBY charm to names that fit the whole reference theme.

I'm assuming you're referring to Team JNPR when mentioning the reference theme.
And it's certainly true that those characters reference things such as Thor, Mulan, Achilles, and Joan of Arc. However they also have a colour convention to them. Not necessarily an "in your face, this is a colour" type of connection, but they still have them. Take Nora for example. Her last name, Valkyrie may remind you of actual Valkyries which are, in most fantasy worlds women with armor (usually silver) and feminine colours of robes. (Possibly they have wings too) For me, personally, a Valkyrie reminds me of pinks and purples along with silvers, which just so happen to be common colours we see on Nora. A long stretch, as you see, but it's still a colour connection.
What I'm trying to say with that is... the connection doesn't have to be obvious. Do a little research into some names, objects, places or even fantasy styled wirds and you could possibly find a word for a name that works well with your character and their style. It doesn't have to be direct, and heck... it could just be a simple colour connection that you yourself can make, no matter how vague. I mean... if it's ever brought into question by someone... just do what all artists are trained to do, BS an answer that vaguely answers a question and just both agree that art is art.

Not just JNPR. There are also tons of characters who are references to famous historic/mythical/fairy tale figures that don't really seem to have connection to color.

There's certainly a bunch. Sorry, those were just the quickest to access for me. It's been a little while since I've looked deeply into the names, so I'm a bit rusty on all the referential names.
Perhaps some of them don't have a colour reference... but I'm pretty sure they do, unless they're secretly like Ozpin and serve a greater purpose that hasn't been revealed yet...

Honestly, I personally don't really see many links to color in most characters. Quite a few of them I do, but I can also name tons of characters and even some teams that don't even come close to making me thing of color. :/

That's a common thing...
In some, you may not be brought towards thinking of a colour... but their name or team name could mean a colour in a different language, or perhaps allude to a colour in the form of a different language. There are some that definitely require some deeper knowledge and research in order to see the colour connection, but on offical, RWBY Characters made by the RoosterTeeth team... they're all connected in that way.

I've read through the three OC' your have.
They're... nice for the effort you put into them, but they certainly need some work. I'd suggest first going back in and fixing any spelling or grammatical errors that are pretty prevalent in your write ups about them. Afterwards, I'd look through for any contradictions in your work. I found that Saki had the most contradictions between his personality and his likes, dislikes and fears. Things such as that can really make your characters fall though as unbelievable and hard to understand.

One question regarding the naming rules...
if colors are a requiremet for names why are there so many important characters without it?
(the entire team JNPR, most of the teachers, Taiyang Xiao Long, Penny to name a few)
or am i missing something?
so maybe make it a guideline not a rule? ^^
otherwise the sheet is awesome... now i only need to lear how to draw... and maybe animate ^^

It's actually a rule made by Monty Oum himself, the creator of RWBY.
If you look closely at those names that you mentioned, those names do follow the naming conventions.
1. Characters in RWBY must be:
A colour
Something that sounds like a colour
Something that means a colour
Something that makes you think of a colour
So, let's take Penny for example.
- Penny's name can bring to mind the color of copper, which pennies are coated in. It can also bring to mind the green color that copper takes on when it is oxidized. - RWBY Wikia, Penny Poledina.
And as for Taiyang, if you look at it when it's translated, "The Chinese transcription of his name, Tàiyáng Xiǎolóng (Simplified: 太阳小龙; Traditional: 太陽小龍) can be translated literally to "Sun Little Dragon". This has the same literal meaning as Yang's name; the characters tài yang(太阳) together mean Sun. tài (太) on its own can be a grammatical intensifier analogous to "very", or an adjective roughly meaning "excessive", "big", or can be used to refer to elders within the family, which gives the possible translation of "Elder Yang Xiao Long". So, we can learn from that the same thing we can learn from Penny's name - They both make us think of a colour. Penny makes us think of copper colours or green oxidized copper, and Taiyang when translated can make us think of the Sun, which makes us think of bright colours like Yellow.
Team JNPR: Jaune - French for Yellow. Nora Valkyrie, personally that makes me think of Valkyries, which have wings, most times so whites and angellic peaceful colours. White, Pink, Silvers... Pyrrha Nikos, "Pyrrha" is derived from the Greek adjective pyrrhos (πυρρός), which means "flame-colored". Ren (蓮) is Japanese for "lotus", hence his emblem, and that makes me think of pinks and greens.
There are only a few exceptions to this rule, as stated by Monty Oum himself, such as Ozpin, however he stated there was a reason behind that.
Regardless of that, all characters should follow this naming convention. If not for the fun of being creative through names, then at least in respect for the now deceased Monty Oum and his preferences.
